With deep love and profound sadness, we announce the passing of Charles “Phil” Phillip Bullard, who went home to be with his Lord and Savior on September 11, 2025, in Arlington, Texas. He was 89 years old.
Phil was born on November 24, 1935, in Bisbee, Arizona, to Elmer Bullard and Alice Witherspoon. Raised with strong values of faith, kindness, and perseverance, Phil carried those virtues with him throughout his life—leaving a legacy that reflects his deep love for God, family, and community.
A proud graduate of New Mexico State University, Phil earned his Bachelor’s Degree in Engineering and began working a fulfilling career. He concluded his career with 26 years as an engineer at Bell Helicopter, retiring after a tenure marked by dedication and achievement. His intelligence, diligence, and quiet strength made a lasting impression on all who worked beside him.
Phil was a devoted member of the First United Methodist Church of Arlington, where he found joy and purpose in worship, service, and fellowship. His faith was the cornerstone of his life, and he lived it out daily through acts of generosity, compassion, and unwavering kindness.
Above all, Phil was a family man. He was a loving and faithful husband to his wife, Pat Bullard, with whom he shared a beautiful life full of love, laughter, and partnership. Together, they raised four children: Elaine (Mark) Burzlaff, Cindy Mullen, Bryan Bullard (deceased), and Craig (Tracy) Bullard.
As a grandfather, Phil delighted in his five grandchildren: Cody, Melanie, Daniel, Lauren, and Carson. He cherished time spent with each of them—offering wisdom, encouragement, and unconditional love. His presence was a quiet but steady light in their lives.
Phil found joy in traveling, always eager to explore new places and share those adventures with his loved ones. But his favorite place was wherever his family gathered. He had a generous heart, a gentle spirit, and a genuine interest in the lives of others. To know him was to experience warmth, humility, and grace.
Though we mourn his earthly departure, we rejoice in the promise of eternal life through Christ. Phil’s life was a testament to faith lived well and love poured out freely. His memory will be cherished and his legacy carried forward in the lives of those who were blessed to know him.
